Q: can I add these to melted wax for candle making?

As a supplier of Candle wax and an experianced Candle maker NO. It is very dangerous. If you make wax melts for the top of an oil burner you can sprinkle some botanicals on the melt, but no dont use with a naked flame. Blackadder Candles

Probably only 2 The bags of rose petals are quite smallI bought 4 for wedding confetti and there was enough for a small handful each for approx 90 questsThey have a lovely perfume with them
