it's adjustable between 32" and 44" or more I'd say

Q: Will this belt stay up on neo hunting waders without belt loops?

I use mine for fly fishing. It stays up without the loops even with the wading staff hanging from it.

Q: Does this belt have any place to attach a wading staff?

There are not loops on the belt it self to attach anything, but if the staff has a pouch that has a loop it will work.
